Website rebuild or refresh: how to tell, and what each costs
If the structure and the words on your site still do their job and only the look has aged, a refresh is the honest answer, and it is priced against the same steps as a new build: EUR 600-900 for a single page, EUR 900-1.500 for a two or three page site. A rebuild is step 03, EUR 1.500-3.500 for a four to seven page business website, and it becomes step 04, EUR 3.500-7.500, once login, a dashboard, an API, a CRM, payments or a chatbot belong in the scope.
The distance between those two numbers is the reason to think this through before anyone opens a design tool. Age is not the deciding factor. What decides it is whether the foundation under your site still fits what you sell today.
Refresh and rebuild, in plain terms
A refresh keeps the site you have and changes the surface. New type, new colour, new spacing, better photography, tighter copy, a contact form that works, faster pages. The page structure, the URLs and the way your content is stored all stay where they are.
A rebuild replaces the foundation. New page structure, new content model, new code, and a redirect for every old URL that changes. The surface changes too, because once the foundation moves the surface has to be built again anyway.
So a refresh is cheaper for one reason: nothing underneath is taken apart. Adding a page, booking or payments to the site you have is priced as an add-on, and the quote confirms the scope. The moment the foundation itself has to be replaced, you are paying for a rebuild whether or not anyone calls it one.

A refresh is quoted at the step that matches the size of the site you have, because the work is bounded by how many pages get touched. A rebuild is quoted at the step that matches what the new site has to do. The full list of steps sits on packages, and a fixed quote always follows scoping, so the range narrows to one number before anything is agreed.
Five signals a refresh will not fix
- You cannot publish without help. If adding a service page means emailing someone, the content model is the problem, and new colour does not fix it. A CMS module is an add-on at EUR 300-600, confirmed by the quote.
- The pages you need do not exist. A new look will not add a booking flow or a proper service page. On the site you have, an extra page is an add-on at EUR 150-250 and booking at EUR 350-750, and the quote confirms the scope.
- It fails on a phone. Not "a bit tight". Buttons that miss, text that overflows its box, a menu that will not close. That is structural, and structural means foundation.
- Something has to sit behind a login, or money moves on the site. Accounts, a dashboard, a CRM connection, payments. On the site you have they are add-ons, EUR 1.500-4.000 for a login or dashboard, EUR 750-2.500 for a CRM connection and EUR 600-1.500 for payments, confirmed by the quote; in a rebuild they make it step 04.
- Nobody can hand you the code. If there is no repository you control, you are renting your own website, and every future change is priced by whoever holds the keys.
Four signals that point to a refresh
- The sitemap is right. The pages a buyer needs are there, in a sensible order, with sensible names.
- You can still edit and publish yourself, without asking anyone for a favour.
- The site loads quickly and behaves on a phone.
- Your real complaint is that it looks dated, and nothing on the list of five above is true.
All four true and a refresh is the honest spend. A single one of the five is enough to change the answer, because none of them sits on the surface, and you cannot paint over what is underneath.
How long each one takes
A refresh at step 01 runs 1-2 weeks and at step 02 runs 2-3 weeks. A rebuild at step 03 runs 3-6 weeks. Step 04 runs 6-12 weeks, because auth, data and integrations have to be built and then tested against real accounts. Step 05 is quoted after discovery.
Content is the part that waits on you. Photography, the text only you can write, access to the systems we connect. When to spend less
Before paying for either, check whether one of these three cheaper moves is the real fix.
- Nobody finds you. SEO foundation is a one-off at EUR 450-750: Search Console, analytics, indexation, technical hygiene, titles, internal links and a 3-6 month plan. If your pages are not indexed, a new design does not change that. Fix the finding problem first and watch what the traffic does.
- Nothing ever gets updated. Care is EUR 100-300 per month for updates, monitoring, backups and small fixes. It does not cover a redesign and it does not cover new features, and it should never be sold as if it does.
- One offer needs to convert. A single page at step 01, EUR 600-900, with a form and analytics, tests an offer without touching the site you already have.
If none of those three describes your situation, and the five signals still hold, then spend the money on the add-on or the rebuild they point to. That is the order to try them in.
Questions buyers ask
Will a rebuild damage what I already rank for?
It can, if URLs change and nothing points the old ones at the new. That is why a rebuild needs a redirect map written page by page, titles carried across deliberately rather than regenerated, and a sitemap submitted at launch. A refresh does not move URLs at all, which is part of why it costs less.
Do I own what gets built?
Yes. You own the code, the repository and the database. Hosting is decided per project and written down before the work starts, so nobody is guessing later about which account something lives in.
Can I refresh now and rebuild later?
Yes, and it is a sensible plan when cash matters more than speed. Be clear about what carries over: copy, photography, and whatever you learn about which pages bring enquiries all move to the new site. Surface work built on the old foundation does not, because the foundation is the thing that changes.
What if I cannot tell which one I need?
